Directorate of Ordnance (Coordination and Services), DOO(C&S)

In pursuance of the decision of the Union Cabinet to corporatise the functions of 41 production units (Ordnance Factories) of the erstwhile Ordnance Factory Board ("OFB"), functioning under the Department of Defence Production, Ministry of Defence (“DDP”), the Directorate of Ordnance (Coordination and Services), DOO(C&S) came into existence on 1st October, 2021, with following composition:

I. DOO(C&S), Kolkata
    6 Divisions – OF Hospitals & Schools; Group-B officers; NIEs & IEs; Budget & Assets Management; Administration & Coordination and IT.
II. DOO(C&S), Delhi
     2 Divisions – Gr A Gazetted and New Defence Companies
III. The following 7 Directorate of Ordnance (Coordination & Services) Field Units:
     i. Directorate of Ordnance (Coordination & Services) Field Unit Ambajhari (DFUAJ)
     ii. Directorate of Ordnance (Coordination & Services) Field Unit Avadi (DFUAV)
     iii. Directorate of Ordnance (Coordination & Services) Field Unit Dehradun (DFUDUN)
     iv. Directorate of Ordnance (Coordination & Services) Field Unit Jabalpur (DFUJBL)
     v. Directorate of Ordnance (Coordination & Services) Field Unit Kanpur (DFUKN)
     vi. Directorate of Ordnance (Coordination & Services) Field Unit Kolkata (DFUKOL)
     vii. Directorate of Ordnance (Coordination & Services) Field Unit Pune (DFUPN)

The broad duties of this Directorate are as under:

  • Smooth transition to the 7 new Defence Companies.
  • To look after HR issues of the employees of erstwhile OFB during the transition phase (till the time the employees of erstwhile OFB continue to be Central Government employees)
  • To manage OF Schools and OF Hospitals till such time the OF Hospitals and Schools are transferred to another Departments/Organisations.

Furthermore, with effect from 1st October, 2021, the management, control, operations and maintenance of the 41 production units (Ordnance Factories) and identified non-production units of the erstwhile Ordnance Factory Board (“OFB”),were also handed over to the newly formed 7 DPSUs, namely

     I. Munitions India Limited (MIL)
     II. Armoured Vehicles Nigam Limited (AVNL)
     III. Advanced Weapons and Equipment India Limited (AWEIL)
     IV. Troop Comforts Limited (TCL)
     V. Yantra India Limited (YIL)
     VI. India Optel Limited (IOL)
     VII. Gliders India Limited (GIL)
